I just want to attach an Anchor Caddie Sport (SPT-200) to the bow of the boat and be able to remove it when I am done fishing. Can I just use this Minn Kota Quick Release Bracket (RTA-17) without having to purchase the anchor caddie adaptor kit?

Unfortunately, not but...
If you don't plan on using a bow mount trolling motor, you could get some sort of aluminum plate and drill some holes in it as a single piece adapter kit to go between your RTA-17 and your Sport.
I have my boat setup with both the RTA-17 and our adapter kit, and I don't have a bow mount trolling motor. Like you, I want the ability to remove my anchor nest.
I do have my RTA-17 installed in an angled position, in case, down the road I want to use a bow mount trolling motor.
